From Unity to Action:
A Strategic Blueprint for Liberating Eritrea

From Unity to Action: A Strategic Blueprint for Liberating Eritrea,
by Dr. Negassi Hadgu.
To my courageous and resilient fellow Eritreans,
In my previous letter, I laid bare the existential threat posed by the rogue and illegitimate junta led by the callous Isaias Afwerki. I made it clear that our struggle is not against a political party, for the PFDJ is a hollow shell, but against a criminal clique that has hijacked our sovereignty and manufactured numerous border wars and proxy wars to prolong its predatory rule. The resounding response to this call for clarity and unity confirms a powerful truth: we, the Eritrean people, are ready for the next chapter of our liberation.
Now, we must transition from a shared understanding of our plight to a shared strategy for our salvation. A just cause is not enough; it must be powered by a clear, disciplined, and multi-faceted plan of action. This article is our blueprint. It outlines a comprehensive approach to dismantle the rogue and illegitimate junta using all means of resistance, strategic pressure, and international diplomacy. The time for passive anger is over. The time for organized action is now.
A Unified Strategy for a Free Eritrea: The Four Pillars of Our Struggle
To dismantle the rogue and predatory regime that sustains itself through division, fear, arbitrary arrests, torture, extrajudicial killings, and brute force, a multi-faceted and synchronized struggle is not just an option, but a necessity. The rogue and predatory regime of the callous Isaias Afewerki, in power since Eritrea's independence in 1993, has systematically repressed the population, stifling all forms of dissent and eliminating fundamental human rights. To confront this deeply entrenched authoritarianism, our efforts must be waged on four interconnected pillars simultaneously: the Elected Eritrean Government in Exile Pillar with an armed branch inside Eritrea, the Diaspora Pillar, the Funds Pillar and the International Pillar. The synergy of these four pillars will create a tidal wave of pressure that the isolated and oppressive junta in Asmara cannot withstand.
The First Pillar: An Eritrean Government in Exile and the Resistance Within
The cornerstone of our struggle is the establishment of a legitimate and democratically elected government in exile. This body will serve as the political and moral antithesis to the rogue and predatory regime, providing a credible alternative for the Eritrean people and the international community. Its mandate will be to articulate the aspirations of a free Eritrea, to forge partnerships with democratic forces worldwide, and to lay the groundwork for a future democratic transition.
This elected government in exile must be intrinsically linked to an organized and resilient armed branch operating within Eritrea. This internal resistance is not about instigating chaos, but about protecting the civilian population, creating safe zones for dissent, and challenging the regime's monopoly on force. The history of Eritrean opposition is marked by various movements, and unifying these efforts under a single, disciplined command will be crucial. This internal force will serve as a clear and present challenge to the regime's authority, demonstrating that its control is not absolute and inspiring the broader population to join the cause of liberation.
The Second Pillar: The Diaspora, Forging Unity from Division
The Eritrean diaspora is a powerful and indispensable force for change. Our fragmentation, however, has been a critical weakness. Therefore, the first and most essential mission of this pillar is to transform our scattered communities into a single, unified political force. Uniting the diaspora is not merely a goal; it is the strategic necessity from which all other victories will flow.
This unity must be channeled toward an immediate and defining objective: the establishment of a legitimate, elected Eritrean government in exile. This body will serve as our global voice and the undisputed coordinating hub of our liberation movement.
To achieve this, we will:
Convene a Founding Congress: The time has come to formalize our opposition. We must convene a global congress, bringing together all credible pro-democracy movements, justice groups, civil society leaders, and prominent individuals. Out of this historic gathering, a single, legitimate "Elected Eritrean Government in Exile" will be formed, armed with a clear and undeniable mandate from the people.
This newly elected Eritrean government in exile will fulfill several critical functions, supported by the full power of the unified diaspora:
1. Provide a Unified Voice and Political Advocacy: The government in exile will speak for the Eritrean people on the world stage. It will engage directly with governments and human rights organizations, exposing the regime's atrocities and advocating relentlessly for international action.
2. Coordinate a Multi-Pillar Strategy: It will serve as the central command for our struggle, coordinating the actions of the Diaspora pillar while providing strategic support and resources to the internal resistance in Eritrea.
3. Present a Credible Alternative: The government will immediately begin drafting a transitional charter and a clear roadmap for a post-Isaias Eritrea. This will reassure Eritreans and the world that a stable, democratic future is not only possible but meticulously planned.
4. Wage and Win the Information War: We must dominate the information space to dismantle the regime's propaganda. This means investing in professional, multilingual media platforms that pierce through the lies with messages of hope and truth. The government-in-exile will lead this charge, turning every Eritrean in the diaspora into a digital ambassador for freedom.
5. Dismantle the Regime's Financial Lifeline: A unified diaspora, directed by our new government, will launch an aggressive campaign to bankrupt the junta's international networks. This includes organizing boycotts of regime-controlled businesses, disrupting state-sponsored fundraising events, and leading global protests against the 2% tax. We will provide evidence to democratic governments to sanction the regime's enablers while creating secure, alternative channels to fund the pro-democracy movement and support our families back home.
The Third Pillar: The Funds, Financing Our Freedom
A movement dedicated to the liberation of Eritrea cannot be sustained by spirit alone; it must be built upon an unwavering economic foundation. Our courage, our ideals, and our unity are the very soul of our cause, but they must be fueled by tangible resources that empower every pillar of our struggle, from sustaining our communications and funding our legal advocacy to driving our most critical strategic operations. Therefore, any serious endeavor toward freedom must be anchored by a clear budget and a reliable source of funding.
For this reason, the plan to convene a Founding Congress must include the creation of a transparent and accountable Eritrean People's Liberation Fund. This fund is not merely a treasury; it is the financial lifeblood of our four-pillar strategy. It will ensure our movement has the endurance for the decisive struggle that will determine our nation's fate, the means to enlist professional expertise, and the strength to compete effectively against the Mafia-like financial networks of the rogue and predatory PFDJ regime.
To this end, I am calling upon every patriotic Eritrean in the diaspora to contribute just 0.5% of their annual income, not the regime's exploitative 2% tax, but a voluntary, transparent, and accountable contribution to a people-driven Eritrean people's liberation fund. For example, for someone earning $30,000 annually, this represents less than $13 per month, a small sacrifice that, when multiplied across our diaspora community, becomes a powerful force for change.
This voluntary contribution stands in stark contrast to the rogue and predatory PFDJ regime's oppressive 2% taxation. Where the regime coerces, we invite participation. Where the regime operates in darkness, we will maintain complete transparency. Where the regime uses funds to perpetuate silent genocide, we will use our resources to build liberation. Every dollar contributed will be tracked, reported publicly, and used transparently to support brave resistance fighters inside Eritrea, fund world-class legal cases against war criminals, sustain professional diplomatic campaigns, and build the institutions of our future democracy.
With this shared commitment, we will generate the financial power needed to hire premier international law firms, maintain a constant and professional lobbying presence in Washington, Brussels, and at the African Union, and produce high-quality media that counters poisonous propaganda. This economic foundation will empower us to operate with the same level of professionalism and relentless persistence that has defined every successful liberation movement in history.
The economic pillar is not an option; it is the very ground upon which all our victories will be built. Every contribution is a vote for freedom. Every dollar is a declaration that we will not be silenced. And every sacrifice is a solemn promise to our children that they will inherit the free Eritrea for which our martyrs gave their lives. With this economic power fueling our cause, we will cease to hope for liberation and begin to build it, forging with our own hands the reality of a free Eritrea, a people whose future will be inevitable, whose spirit will be unstoppable, and whose freedom and liberty will be eternal.
The Fourth Pillar: The International, Isolating the Rogue and Illegitimate Junta
The rogue and illegitimate regime of the callous Isaias thrives on regional chaos and international indifference. We must systematically strip away its legitimacy and expose it as a threat to regional peace and security.
1. Legal Warfare: The Eritrean Government in Exile must hire international legal experts to prepare and file lawsuits against Isaias Afwerki and his top commanders for crimes against humanity. This should be pursued in multiple jurisdictions under the principle of universal jurisdiction. Naming and shaming these criminals in international courts will place immense pressure on them.
2. Targeted Diplomatic Sanctions: Our diplomatic efforts must evolve beyond general condemnations into a new phase of specific, actionable demands. We will issue a unified and relentless call to the United States, the European Union, and the African Union to impose targeted sanctions, including asset freezes and travel bans on the key military and economic leaders who enable the regime's crimes. These are the individuals who orchestrate the system of oppression and personally profit from the devastating exodus of Eritrean youth, a generation now scattered as refugees across Africa, Europe, and North America.
3. Engage Regional Powers: We must proactively engage with neighboring countries, including Ethiopia, Sudan, and Djibouti, as well as powers in the Gulf. Our message must be clear: the Isaias regime is a source of regional instability, and a peaceful, democratic Eritrea will be a reliable partner for peace and economic development. We must present our elected Eritrean Government in Exile as the only viable partner for a stable Horn of Africa.
A Call to Specific Action
This blueprint requires every freedom-seeking Eritrean to assume a role.
- To our youth: You are the engine and the lifeblood of this struggle. Your energy, digital fluency, and unwavering demand for justice are our greatest assets. We call on you to organize both online and in your local communities. Launch creative social media campaigns that expose the regime's atrocities and share the vision of a free Eritrea. Mobilize your peers for peaceful protests, create educational content that counters state propaganda, and build networks of solidarity across the global diaspora. You are not just the leaders of tomorrow; you are the revolutionary force of today.
- To our intellectuals and professionals: Your expertise is the foundation upon which a new Eritrea will be built. We urge you to weaponize your skills for the cause of freedom and liberty. Academics, we need your thoroughly researched policy papers to guide our transition. Lawyers, we need your legal expertise to challenge the regime in international forums and draft a new constitution. Journalists and artists, we need your compelling narratives to tell our story to the world and galvanize our people. Engineers and tech specialists, we need you to build secure communication channels and innovative platforms to support our movement. Your strategic thinking is crucial for dismantling the old structures and designing the institutions of a democratic future.
- To our elders: Your wisdom is the compass that will guide us through the turbulent waters of this struggle. Having witnessed the long and often painful arc of our nation's history, your perspective is invaluable. We ask you to serve as the respected mediators who can bridge our internal divisions and foster the broad-based unity this movement demands. Share your oral histories to remind the younger generations of the values we are fighting for. Your guidance can ensure our actions are tempered with foresight and your blessings can provide the moral fortitude needed to persevere.
- To our religious leaders: Your moral voice is an essential and powerful force. From your pulpits in our churches and mosques, we implore you to speak out against the silent genocide being perpetrated against our people by the rogue and illegitimate junta led by the callous Isaias Afwerki. Frame this struggle in the spiritual context it deserves, reminding our people that tyranny is a grave offense against both God and humanity. Your leadership can fortify the spirit of our community and reinforce the sacredness of our quest for justice and freedom.
I know the path I have presented here is arduous, and the demands it will place upon us are immense. Yet, we must move forward not out of mere hope, but out of profound necessity and unwavering conviction. Our destination is clear and non-negotiable: a sovereign and dignified Eritrea, anchored not in the arbitrary will of a single man, but in the enduring strength of the rule of law.
We are driven by a sacred duty to end the silent genocide being committed against our people by the rogue and illegitimate junta led by the callous Isaias Afwerki. We fight to halt the systematic erasure of our youth, the hollowing out of our institutions, and the desecration of our national spirit. We fight for the political prisoners languishing in darkness, for the refugees scattered across the earth, and for the families torn apart by a regime that sows only fear and division.
Let us therefore channel our collective grief into a disciplined and unyielding force for change. Let us transform our shared pain into a shared, strategic power. Our vision is one of an Eritrea where every citizen, irrespective of their faith, ethnicity, or creed, enjoys the full measure of their God-given rights. We envision a nation where liberty is the air we breathe, where justice is the ground, we stand on, and where every Eritrean has the opportunity to realize their full potential in a land of peace and prosperity.
The struggle has now entered a new, decisive, and final phase. The edifice of tyranny is crumbling from within. Let our unified action be the force that brings it crashing down, clearing the ground to build anew. Let this be the last chapter of our long march through darkness.
Victory and glory to the Eritrean people!
God Bless Eritrea and its people!
