Introduction

For years, Professor Joseph Eliot Magnet has presented himself internationally as a distinguished Canadian legal scholar and champion of indigenous rights for the Afar people. His speeches are filled with references to self-determination, constitutional law, and human rights. As a Fellow of the Royal Society of Canada and a senior professor at the University of Ottawa Faculty of Law, he carries significant academic authority.

Yet his address at the 3rd Congress of the Eritrean Afar National Congress (EANC) on Saturday, July 4, 2026, has exposed the true nature of his agenda. Speaking before Afar leaders, Eritrean diaspora activists, and Ethiopian government representative Getachew Reda, Professor Magnet revealed himself not as a neutral scholar but as an intellectual advocate for foreign military intervention and the subjugation of a sovereign state. Academic credentials do not confer the right to recommend the occupation of another country. His words therefore deserve to be examined plainly and without deference.

The Illusion of "Nations and Nationalities"

Professor Magnet’s central argument rests on a false premise. He repeatedly attempts to apply Ethiopia’s ethnic federal model to Eritrea by importing the language of “Nations, Nationalities, and Peoples.” He promotes ethnic federalism as the only path capable of bringing stability to Eritrea.

This premise must be categorically rejected. Eritrea is not a collection of separate and competing nations. It is one sovereign state forged through decades of shared struggle and sacrifice. Our country consists of beautifully diverse ethnolinguistic communities: Tigrinya, Tigre, Afar, Saho, Mnefere, Asawurta, Erorb, Benamir, Elit, Jeberty, Bilen, Kunama, Nara, Rashaida and Hedareb. These communities are not rival nationalities. They form the indivisible soul of a single Eritrean nation.

By framing these communities as separate nationalities with competing rights, Magnet lays the groundwork for fracturing Eritrean unity. Ethiopia’s experience with ethnic federalism serves as a stark warning. Far from delivering stability, it has produced endless boundary disputes, ethnic violence, the Tigray war that claimed hundreds of thousands of lives, and multiple ongoing internal conflicts. Importing this failed system into Eritrea would not bring peace. It would guarantee national disintegration.

The "I Do Not Counsel War" Deception

Before delivering his most controversial recommendation, Professor Magnet inserted this disclaimer:

“I do not counsel war. Older people like myself have no business telling young men and women to put themselves in the line of fire and to sacrifice themselves.”

Immediately afterward, he declared:

“If Eritrea is defeated in war, I recommend that Ethiopia follow the American precedents of the Japanese and German defeats in World War II. Go the distance, occupy Asmara, impose a new Ethiopian style federal constitution and a security treaty that gives Ethiopia the right to station troops in Eritrea.”

This is a calculated rhetorical maneuver. He denies counseling war in one breath while providing a detailed strategic blueprint for Ethiopia’s actions after winning that war in the next. A legal scholar of his experience understands that advising a foreign power to prepare for occupation and constitutional imposition is itself a form of encouraging conflict. It normalizes war as an acceptable path and signals to Ethiopia that a respected Western academic has already designed the post war order.

The Call for Occupation: The Wolf Reveals Its Teeth

Magnet’s central proposal is explicit and alarming. He urges Ethiopia to defeat Eritrea, occupy its capital, impose an Ethiopian style ethnic federal constitution, and establish a permanent military presence through a security treaty.

These are not the words of a human rights advocate. They constitute a neocolonial strategy. His attempt to compare this scenario to the American occupations of Japan and Germany after World War II is historically dishonest and morally offensive. Those occupations followed a global war against fascist aggressors, enjoyed broad international legitimacy, and were accompanied by massive economic reconstruction through the Marshall Plan. Ethiopia today is engulfed in multiple internal wars, faces severe humanitarian crises, and openly seeks control over Eritrean Red Sea ports. The analogy collapses under scrutiny.

By publicly advising Ethiopia to occupy Asmara and rewrite Eritrea’s constitution, Professor Magnet has crossed a line that no responsible scholar should cross. He is providing intellectual cover for the violation of Eritrean sovereignty under the pretext of protecting indigenous rights.

Our Afar People Are Eritreans, Not Ethiopian Proxies

It must be stated clearly and without reservation: the Eritrean Afar are a cherished and equal part of the Eritrean nation. Their culture, language, traditions, and historic presence along the Red Sea coast are integral to Eritrea’s identity. Their legitimate grievances regarding political marginalization and lack of development under the current regime must be acknowledged and resolved in any future democratic Eritrea.

However, the solution is not Ethiopian occupation or the fragmentation of the Eritrean state. Magnet’s proposal does not empower our Afar people. It reduces them to instruments of Ethiopian regional strategy. Genuine self-determination cannot be achieved by inviting a larger neighbor to occupy one’s homeland and impose its constitution. I therefore call on our Afar brothers and sisters to reject this dangerous path and to work together with all Eritreans to build a democratic system that fully respects their rights within a sovereign and united Eritrea.

Turning Citizens into Pawns

As I argued in my earlier article Dinner for Bullets, authoritarian regimes in the Horn of Africa routinely transform citizens into proxies for larger geopolitical ambitions. Magnet’s advice does precisely this. Rather than supporting the Eritrean Afar in negotiating their rightful place inside a reformed Eritrea, he encourages them to align with Ethiopian military and political objectives. This transforms a legitimate rights struggle into a proxy conflict that would bring suffering, not freedom, to the Afar people and to Eritrea as a whole.

The True Path Forward: Geographical Federalism

Eritrea urgently needs a democratic transition after decades of totalitarian rule. Yet that transition must be led by Eritreans and rooted in Eritrean realities. The correct model is not divisive ethnic federalism but Geographical Federalism, as detailed in my articles Beyond Tyranny and the Transitional National Charter for a Federal and Democratic Eritrea.

Geographical Federalism devolves power to administrative regions based on geography and population rather than ethnicity. It delivers local self-governance, ensures equitable resource sharing, protects cultural rights, prevents ethnic conflict, and safeguards the unity and sovereignty of the Eritrean state. This is an authentically Eritrean solution, developed through national dialogue rather than imposed by foreign powers or foreign scholars.

As outlined in Building Tomorrow’s Democratic Eritrea Today, the foundations of this future must be built now through inclusive dialogue among all Eritrean communities, both inside the country and in the diaspora.

A Call to Action

The gravity of the current moment demands concrete action.

I call on all Eritrean opposition groups, civic organizations, and community leaders, regardless of background, to unite around the nonnegotiable principles of Eritrean sovereignty and territorial integrity. Our political differences must be resolved among Eritreans, not through foreign governments or foreign legal advisors.

I call on the international community and the United Nations to uphold the fundamental principle that no sovereign country’s borders or constitution may be redrawn by force or external dictate.

I call on the Ethiopian government to abandon any ambitions of military aggression against Eritrea and to focus instead on resolving its own profound internal crises through peaceful means.

I call on our Afar compatriots to choose genuine partnership with all Eritreans over manipulation by external forces.

Conclusion

Our sovereignty is not negotiable. We, the Eritrean people, fought together for thirty years to liberate our country from Ethiopian occupation. To suggest that the solution to our present crisis is to invite that same occupier back to impose a new constitution is both a strategic catastrophe and a profound insult to the memory of our martyrs.

Professor Magnet’s speech is not a genuine defense of indigenous rights. It is a Trojan horse for Ethiopian hegemony in the Horn of Africa, wrapped in the language of constitutional law. His disclaimers do not absolve him of responsibility for the dangerous implications of his recommendations.

We Eritreans do not need foreign saviors. We need the opportunity and the freedom to shape our own democratic future. That future will be written by us Eritreans, for Eritreans, on Eritrean soil, and on Eritrean terms alone.

Eritrea belongs to all of us Eritreans. Its destiny must remain in Eritrean hands.
